Gilgit-Baltistan’s Invisible Environmental Threat: The Rising Tide of Vehicular Pollution
THERE was a time—not very long ago—when Gilgit-Baltistan was a land almost entirely untouched by vehicular traffic. Until the 1960s, motor vehicles were virtually absent from most parts of the region. The valleys, mountain slopes, rivers, streams and settlements existed in an extraordinarily pristine state. The silence of the mountains was broken principally by the sound of flowing water, birdsong, livestock, the movement of people on foot, and the occasional traditional means of transport.
The landscape was not merely beautiful; it was ecologically quieter, cleaner and far less disturbed by human activity.
Today, that world has changed dramatically.
The expansion of roads, the arrival of motor vehicles, increasing tourism, rapid urbanisation and growing dependence on private transport have brought enormous economic and social benefits to Gilgit-Baltistan. Roads have connected previously isolated communities, improved access to education and healthcare, facilitated trade, strengthened tourism and made mobility considerably easier.
Yet development has also brought an environmental cost that deserves far greater attention.
From a Vehicle-Free Landscape to Increasing Motorisation
The transformation of Gilgit-Baltistan over the past six or seven decades is remarkable. A region that once had virtually no vehicular movement now witnesses a continuous flow of cars, jeeps, vans, buses, trucks, motorcycles and other motorised vehicles.
In the major towns—particularly Gilgit, Skardu, Hunza and surrounding settlements—traffic has become an increasingly visible feature of everyday life. During tourist seasons, the pressure becomes even more pronounced as thousands of additional vehicles enter the region.
This transformation should make us pause and ask a fundamental question:
How much vehicular traffic can the fragile mountain environment of Gilgit-Baltistan absorb before the environmental costs begin to outweigh the benefits?
This is not an argument against roads, transportation or tourism. Nor is it an argument for returning to the conditions of the 1960s. Rather, it is a call for responsible, environmentally conscious mobility appropriate to an exceptionally fragile mountain ecosystem.
Every Vehicle Has an Environmental Footprint
A conventional petrol vehicle produces approximately 2.3 kilograms of carbon dioxide (CO₂) for every litre of petrol burned.
Consider a modest example. If a vehicle consumes only three litres of petrol a day, its direct carbon-dioxide emissions would be approximately:
3 litres × 2.3 kg = 6.9 kg of CO₂ per day
Over a year, that amounts to roughly:
6.9 kg × 365 = 2,519 kg—or about 2.5 tonnes of CO₂ per vehicle annually.
Three litres a day is hardly an extravagant assumption for a vehicle that is regularly used for commuting, shopping, school runs and other daily activities.
Now multiply that figure by thousands of vehicles.
The resulting emissions become substantial.
And this calculation represents only CO₂ from petrol combustion. The environmental footprint of transportation is broader. Vehicle exhaust can also contain pollutants such as nitrogen oxides, carbon monoxide and particulate matter, while road dust, tyre wear and brake wear contribute additional particulate pollution.
The cumulative effect matters particularly in mountain valleys, where geography can influence the dispersion of pollutants.
Why Gilgit-Baltistan Is Particularly Vulnerable
Gilgit-Baltistan cannot be treated environmentally like an ordinary urban or plain-region landscape.
It is a high-altitude, mountainous and ecologically fragile region, characterised by steep valleys, glaciers, snowfields, rivers, forests and settlements concentrated along narrow corridors.
In such an environment, the consequences of pollution can become disproportionately significant.
The surrounding mountains may restrict the rapid dispersion of pollutants under certain atmospheric conditions, particularly in densely settled valleys and urban areas. Consequently, emissions generated by increasing traffic can contribute to deterioration in local air quality.
The issue is therefore not simply global climate change.
It is also about the quality of the air that people breathe today.
A Question of Public Health
The growth of vehicular traffic inevitably raises concerns about human health.
People living, working or studying along busy roads are exposed not only to exhaust emissions but also to dust and other traffic-related pollutants. Children, elderly people and those spending considerable time outdoors may be particularly vulnerable to poor air quality.
The irony is striking.
Visitors travel to Gilgit-Baltistan seeking pure mountain air, tranquillity and an escape from the pollution of crowded cities. Yet if vehicle numbers continue to increase without adequate planning, some of the very qualities that attract visitors could gradually be compromised.
Tourism that damages the environment on which it depends ultimately becomes self-defeating.
The Glacier Connection
The relationship between air pollution and the cryosphere deserves particular attention in a region whose identity and water security are so closely tied to glaciers.
Black carbon and other light-absorbing particles emitted from incomplete combustion can travel through the atmosphere and, when deposited on snow and ice, reduce their reflectivity. This can contribute to increased absorption of solar radiation and accelerate melting under suitable conditions.
It would therefore be simplistic to attribute glacier melt solely to vehicles. Climate change, rising temperatures and numerous other factors are involved. Nevertheless, reducing avoidable emissions remains an important part of protecting the mountain environment.
Gilgit-Baltistan's glaciers are not merely scenic attractions. They are part of a vast natural water-storage system upon which downstream communities and agriculture depend.
The Loss We Cannot Measure in Tonnes
There is another dimension to the problem that cannot easily be expressed in kilograms or tonnes of CO₂.
It is the gradual loss of the character of the landscape itself.
Those who remember Gilgit-Baltistan of earlier decades remember something difficult to recreate today: extraordinary silence, uncluttered roads, clean surroundings and an almost uninterrupted visual relationship between settlements and mountains.
Until the 1960s, the absence of vehicular traffic meant that the landscape did not carry the constant mechanical sounds associated with modern transportation. There were no long queues of vehicles, no widespread exhaust fumes, no congestion around popular destinations and no large-scale roadside parking.
The mountains were there in their full grandeur, but they were not surrounded by the mechanical infrastructure that increasingly accompanies modern life.
That historical contrast is worth remembering—not because development itself was undesirable, but because it reminds us what we stand to lose if development proceeds without environmental limits.
Forests Alone Cannot Solve the Problem
Gilgit-Baltistan's environmental debate often—and quite rightly—focuses on deforestation.
Forests must be protected. Illegal cutting must be controlled. Afforestation must be expanded. Natural regeneration must be encouraged.
But planting trees while allowing vehicular pollution to increase unchecked would address only one part of a much larger environmental equation.
We need to broaden our understanding of environmental protection.
The environment is not only trees. It is forests, glaciers, rivers, soil, wildlife, air, climate, silence and the overall ecological balance of the region.
A tree planted today cannot become an excuse for continuing unnecessary pollution elsewhere.
What Can Be Done?
Gilgit-Baltistan does not necessarily need to choose between development and environmental protection. What it needs is smarter development.
Several practical measures deserve serious consideration:
1. Strengthen public transportation.
Reliable, affordable and comfortable public transport could reduce dependence on individual cars, particularly within and around major towns.
2. Introduce effective vehicle-emission testing.
Old and poorly maintained vehicles should not be permitted to emit excessive smoke. Regular inspection and maintenance can significantly improve air quality.
3. Discourage unnecessary private-vehicle use.
Short journeys that could reasonably be made through walking, cycling or public transport need not always involve a private vehicle.
4. Improve traffic management.
Congestion means vehicles spend more time idling and consequently consume more fuel while producing emissions without providing useful mobility.
5. Establish parking and traffic controls in sensitive tourist areas.
Popular destinations should not become overwhelmed by private vehicles during peak tourist periods.
6. Promote cleaner transportation.
Where technically and economically feasible, electric vehicles and other low-emission forms of transport should gradually be encouraged—particularly for local public transportation.
7. Develop pedestrian-friendly towns.
Gilgit, Skardu and other urban centres should be planned so that people can comfortably walk between nearby locations instead of being compelled to use vehicles.
8. Monitor air quality.
Regular air-quality monitoring in major towns would provide actual data rather than forcing policymakers to rely on assumptions.
9. Create an environmentally sensitive tourism policy.
Tourism numbers and transportation systems should be managed in a way that protects the very landscapes tourists come to see.
10. Educate the public.
Environmental responsibility cannot be imposed by government alone. Residents, transporters, tourists, businesses and institutions all have a role to play.
Development Must Not Become Environmental Destruction
It would be unfair to blame ordinary citizens for using vehicles. In many parts of Gilgit-Baltistan, a vehicle is not a luxury but a necessity because of difficult terrain, dispersed settlements and inadequate public transportation.
The responsibility therefore extends beyond individual drivers.
Government departments, local administrations, transport authorities, municipal bodies, tourism planners and environmental agencies must collectively design a transportation policy suited to the particular geography of the region.
The question should not be:
How many more vehicles can our roads accommodate?
It should be:
How can we provide greater mobility while putting the least possible pressure on our fragile environment?
That is the more sustainable question.
Learning from the Past While Preparing for the Future
The Gilgit-Baltistan of the pre-motorisation era cannot—and should not—be recreated. Modern life requires roads, transportation and connectivity. The economic progress brought by these developments is undeniable.
But the fact that the region once existed with almost no vehicular traffic gives us an important historical reference point.
It tells us that the mountains, valleys and communities once functioned without the enormous transportation footprint we now take for granted.
That memory should not merely be nostalgic.
It should inform our planning.
If the region has moved from almost no vehicles in the 1960s to thousands today, then simply allowing that trajectory to continue indefinitely is not a policy. It is the absence of one.
Gilgit-Baltistan needs a transportation strategy that recognises the carrying capacity of its valleys and towns, protects its glaciers and forests, safeguards public health and preserves the extraordinary character of its landscapes.
Clean Air Is Part of Our Heritage
The greatest environmental legacy we can leave to future generations will not simply be the number of trees we plant.
It will be whether they can still look upon the Karakoram, Himalaya and Hindu Kush in an environment that is clean, quiet and ecologically healthy.
They should be able to breathe mountain air—not merely read about it in old accounts.
They should be able to see glaciers without the haze of pollution.
They should be able to travel through valleys without encountering unnecessary congestion.
And they should be able to experience at least something of the pristine grandeur that characterised Gilgit-Baltistan before the age of mass motorisation.
The region's environmental future therefore demands a broader vision.
We must protect the forests—but also the air.
We must protect the glaciers—but also the atmosphere above them.
We must build roads—but also regulate how we use them.
We must promote tourism—but without allowing tourism to destroy what tourists come to see.
Gilgit-Baltistan's future will not be secured by green mountains alone.
It will also depend upon clean air, responsible mobility and the wisdom to ensure that development remains within the ecological limits of this magnificent mountain region.
